India and the European Union are joining forces to develop frontier artificial intelligence models and expand computing capacity, European Commission Executive Vice-President for Tech Sovereignty, Security and Democracy Henna Virkkunen said following the third meeting of the India-EU Trade and Technology Council (TTC) in Brussels.
The development comes at a time of broader debate over access to frontier AI technologies, following last month’s U.S. decision directing Anthropic to suspend access to its Fable 5 and Mythos 5 models for foreign nationals on national security grounds.
Speaking to members of the press on Wednesday, Virkkunen said the partnership is increasingly focused on strengthening the two sides’ AI capabilities while advancing cooperation on AI safety and advanced computing infrastructure.
“The fields we are now focusing on with India… it’s really about developing our own capacity on AI and developing our own frontier models,” Virkkunen said.
She said the European Union and India share a common vision for trustworthy and human-centric AI and are working together to address the safety and security risks posed by increasingly capable AI models. Virkkunen added that the European Union’s AI Office is working with Indian AI safety institutions as both sides deepen cooperation on AI safety.
“We are looking how we could also join our forces when it comes to computing capacity, to give better possibilities for our businesses and researchers to have joint projects, to train and develop AI.”
She added that healthcare will be one of the first focus areas for bilateral AI cooperation, with both sides exploring how artificial intelligence can support public services and improve healthcare delivery.
Virkkunen’s remarks came as the European Union and India agreed to step up cooperation on artificial intelligence, semiconductors, high-performance computing, quantum technologies and 6G.
According to the joint statement, the partners will continue exploring best practices for AI adoption, including advancing governance approaches for emerging AI applications with healthcare as a potential focus area. They also agreed to explore the development of a Joint Artificial Intelligence Roadmap.

The two sides also agreed to strengthen cooperation on high-performance computing through a coordinated EU-India project supporting joint research and knowledge exchange in natural hazards, climate change and bioinformatics, while exploring collaboration in quantum technologies.
They also reaffirmed their commitment to advancing semiconductor cooperation by strengthening resilient, secure and trusted supply chains, expanding research and development, facilitating investments in semiconductor and electronics ecosystems, enhancing cooperation on advanced manufacturing.
The two sides also agreed to hold a joint India-EU semiconductor roundtable during Semicon India 2026 and explore collaboration between Semiconductor Design Facilities under the India Semiconductor Mission and EU Pilot Lines under the EU Chips Act.
The expanded partnership reflects a broader shift as governments increasingly view frontier AI, advanced computing and semiconductor capabilities as strategic assets for economic competitiveness and national security.
