Indian Prime Minister Narendra Modi called for prioritizing safety and security in artificial intelligence, synthetic biology and autonomous systems, while urging scientists to verify AI-generated answers rather than rely on them without scrutiny.

Addressing the Emerging Science, Technology and Innovation Conclave 2026 at Bharat Mandapam in New Delhi on Wednesday, Modi said AI could accelerate routine research tasks and improve productivity but should strengthen, rather than restrict independent thinking.

“AI can accelerate several routine tasks. This can enhance the productivity of research but we have to ensure that AI doesn’t limit the independent thinking of scientists and rather enrichens it. AI can give us answers quickly, but the responsibility of testing the veracity of the answer must lie with the scientist alone,” Modi said.

PM Modi also stressed upon the harms of AI, saying it should not curtail the critical, independent thinking of scientists.

“We are facing a very important question at the second quarter of 21st century–in the age of AI, how do we develop scientific judgement? The scientists leading our laboratories have years of experience to show their competence. We have many scientists present with us at the dais, who have solved several small problems with experiments and gained knowledge through experience. A scientist just doesn’t repeat proven facts but raises questions on established patterns and discovers aspects that others were unaware of. Scientific judgement is developed through this process,” said Modi.

The prime minister urged researchers to use the time saved through AI to tackle complex problems, conduct experiments and validate new ideas. He said scientific progress depends on questioning established patterns, learning from failures and identifying overlooked details.

Warning of emerging AI-era cybersecurity threats to financial networks and national security, Modi called for developing AI-based and quantum security solutions that protect national systems and serve humanity. “Our goal is to develop such technologies which empower India and also contribute to solving the problems of humanity,” he mentioned.

Modi has urged researchers, industry leaders, startup founders, and students present at the conclave to set a concrete three-year target for developing technologies, prototypes, pilot projects and products, stressing that the conclave should deliver measurable outcomes.
