NY Bill Banning AI Chatbots from Professional Advice, Advances

A New York State Senate bill, aimed at prohibiting Artificial Intelligence (AI) chatbots from offering legal/healthcare advice, in-lieu of licensed professionals, is now advancing towards a full floor vote after clearing the chamber’s Internet and Technology Committee.

The Senate Bill S7263, introduced by Senator Kristen Gonzalez last year, was developed in partnership with the Office of New York State Attorney General Letitia James and Common Sense Media. The bill prohibits AI chatbots from “giving substantive responses, including information or advice, that can be mistaken for professional counseling.

If passed, the bill would prohibit AI chatbots from giving professional advice in the field of law, medicine, mental health, therapy, social work among others.

On February 25, the bill was passed by the New York State Senate Committee on Internet and Technology, chaired by Senator Gonzalez, as part of a package of legislations to regulate AI chatbots.

“At a time when too many instances of chatbot users have acted on wrong or harmful outputs, this bill would ensure that professional advice is provided only by licensed human professionals and not by AI or chatbots,” read a statement from the office of Senator Gonzalez.

 

The senate bill has now been placed on the Senate calendar- a step that positions it for debate and potential passage. It will now go to the full New York State Senate Floor for debate and possible amendments before the voting phase.

The bill comes after several tech giants and AI companies became part of wrongful death lawsuits where victim children or teenagers had sought mental health advice from chatbots.
