Vice-President and Prime Minister Sheikh Mohammed bin Rashid Al Maktoum said the United Arab Emirates (UAE) plans to shift 50% of government sectors, services and operations to “agentic AI” within two years, under directives from President Mohamed bin Zayed Al Nahyan.

The move introduces a new government model in which AI systems are expected to analyze, decide, execute and improve processes in real time.

“AI is no longer a tool. It analyses, decides, executes, and improves in real time. It will become our executive partner.”

Implementation will be overseen by Mansour bin Zayed Al Nahyan, with a taskforce chaired by Mohammad Al Gergawi.

Government entities will be measured on speed of adoption, quality of implementation and their ability to redesign work using AI, while all federal employees are to be trained in AI.

The initiative emphasizes a “people come first” approach, with the goal of making government faster, more responsive and more impactful.

The plan places AI at the centre of how government work is carried out, rather than as a supporting layer.
