China Invites Citizens to Report on AI Irregularities; Fake and Violent Content

The Cyberspace Administration of China has established a “special reporting zone for chaos in AI applications” inviting citizens to report inadequate labelling of Generative AI content and use of AI for creating false, misleading or graphic content.

The initiative under “Clean Up the Internet: Rectifying the Chaos in AI applications” was launched on June 12 with the intent to promote “healthy and orderly development of the AI industry and protect the legitimate rights and interests of citizens.”

The cyberspace administration of China has listed 14 categories where citizens can report about “irregularities” in AI applications and their generated content.

“We hope that the majority of netizens will actively play their role in social supervision, participate in the governance of the online ecosystem, and enthusiastically report relevant issues to jointly maintain a clean and healthy cyberspace,” read a statement from the Office of Cyberspace Administration of China.

According to a statement released by the Cyberspace Administration of China, citizens can report about AI models and applications under two categories (i) irregularities in AI application services and (ii) AI information content chaos.

The irregularities in AI application services include failure to fulfill obligations of large-scale model filing and registration, insufficient security and filtering capabilities of AI platforms, security issues of large model training corpora, AI data poisoning problem, lack of AI generated content identification, abuse of AI technology to conduct illegal activities, inadequate security management of open-source models.

Meanwhile, the AI Information content chaos clause includes using AI to modify classic works and generate ‘digital swill” of people who have departed. It also includes impersonation through AI, creating and disseminating false or misleading information and creating violent, vulgar or graphic content.
