Anthropic has appointed Mariano-Florentino Cuéllar as its first Chief Global Affairs Officer, a newly created role amid growing US AI regulatory tensions and geopolitical challenges. Cuéllar served as a Trustee of Anthropic’s Long-Term Benefit Trust since January 2026 and stepped down from the Trust to join the company.
In his new role, Cuéllar will oversee Anthropic’s global policy strategy, strategic international engagement, and government relations. His appointment comes as governments around the world increase their focus on AI governance and regulation.
The appointment follows the Trump administration’s recent export controls on Anthropic’s advanced AI models, Claude Mythos 5 and Claude Fable 5, citing national security concerns.
Anthropic said Cuéllar joins the company at a time when leaders around the world are increasingly debating AI’s impact on economies, security, and communities, and will help advance the company’s engagement with governments and policymakers on the opportunities and challenges presented by artificial intelligence.
Cuéllar brings extensive experience in law, technology, international security and public policy, most recently serving as President of the Carnegie Endowment for International Peace after previously serving as a Justice of the Supreme Court of California.
Commenting on his appointment, Cuéllar said, “Policymakers in the US and around the world are increasingly realizing that we are at a critical inflection point when it comes to how we govern and develop artificial intelligence.”
He added, “The choices we make today will determine whether humanity can harness extraordinary possibilities to advance science and improve lives across the world or face enormous risk and growing inequality.”
According to Cuéllar, democracies must set the terms on which this technology advances, and there is no more consequential place to be shaping that work right now than Anthropic.
Announcing the appointment on LinkedIn, Anthropic President Daniela Amodei described Cuéllar as “thoughtful, pragmatic, and deeply committed” to advancing the common good, adding that she could not think of anyone “more capable of working with governments and institutions worldwide as they respond to the challenges and opportunities of advanced AI.”
