Canadian Prime Minister Mark Carney announced equity investments up to C$1.6 Billion in Cohere, Canada’s indigenous AI company, with a vision to scale secure and sovereign AI.
The Canadian government announced the commercial investment on Thursday saying that private investors like NVIDIA, Bell and Schwarz Group are also part of the investment in Cohere. Cohere serves as a Toronto based company that builds AI systems for private companies and government bodies.

“The government’s planned landmark investment will enable Cohere to scale and compete in the global AI market. Cohere will now be able to develop far more advanced models and products, scale up its computing infrastructure, and expand its Canadian workforce to serve more businesses and governments in Canada and around the world. Building this capability at home ultimately means that Canadian businesses and governments will have more choice in how they adopt AI and greater control over their sensitive information,” read the official press note from the Canadian Prime Minister’s Office.
The Canadian government has claimed that as part of the equity investment deal, Cohere will have to maintain its Canadian incorporation and Canadian headquarters and create atleast 1,000 technical jobs in Canada by 2030, and keep working with the Canadian AI Safety Institute to champion the safe development and use of advanced AI.
Meanwhile, Carney also unveiled The Plan for a Stronger Canada, the country’s first national security strategy in more than 20 years, outlining five priorities to strengthen national sovereignty and resilience.
The blueprint focuses on enhancing economic security through investments in strategic industries, securing supply chains and strengthening energy independence; diversifying international trade and partnerships to reduce dependence on individual countries; rebuilding the Canadian Armed Forces, accelerating defence procurement and strengthening Arctic security while meeting NATO and NORAD commitments; tackling foreign interference, espionage, terrorism, cybercrime and organised criminal networks; and modernising intelligence capabilities through advanced technologies, improved information-sharing and stronger threat detection, while safeguarding Canadians’ rights.
