After NeurIPS Boycott, China Calls for Inclusive and Fair Global AI Governance

Opposing “technological hegemony”, “academic barriers”, and “exclusive circles” in Artificial Intelligence (AI) academic research, as many as 16 Chinese scientific groups called for an inclusive, fair and open global AI governance system, seen as a counter-move to US’ hegemony attempts in AI dominance.

The statement for the Initiative of the Global Science and Technology Society on AI Governance was issued under China Association for Science and Technology (CAST), the largest NGO for science and tech professionals in China, comes after the body called for a collective boycott of NeurIPS 2026 Conference.

The initiative underscores the beneficial outcomes of AI and the imperative of security, fairness and balanced development are also highlighted in the initiative, which stresses that all countries should participate equally in AI research and governance. We strictly oppose technological hegemony, academic barriers, exclusive ‘small circles,’ and unreasonable technological monopolies,” read a statement issued by CAST on Monday.

NeurIPS Foundation, one of the most coveted annual conferences on artificial intelligence and machine learning, issued a formal apology to China, after they barred paper submissions from certain US sanctioned institutes including Huawei Technologies for its upcoming annual conference to be held in December 2026 in Sydney, Australia. While organizers of NeurIPS 2026 conference claimed it was an internal miscommunication, CAST accused them of politicizing an academic exchange that undermines “core value of openness, inclusiveness, equality and cooperation.”

Because AI is used across borders, the groups stressed the need for international cooperation. They also called on scientists and researchers worldwide to collaborate and exchange knowledge. Their aim is to support the concept of “AI for good,” which states that AI technology should be utilized for the good of all humanity.

Despite the public apology issued by NeurIPS to China, the tech lobby has continued its boycott of the academic event.
